OTTAWA - Gov. Gen. David Johnston has formally prorogued Parliament, setting the stage for a new session to open with a speech from the throne on Oct. 16.

Johnston signed the prorogation instrument at Rideau Hall this morning.

The throne speech Johnston will read outlines the government's policy plans in broad terms with details to come later.

Prime Minister Stephen Harper has said he plans to lay out the government's agenda leading to a scheduled October 2015 election.

The core issues of jobs and the economy mirror those the Conservatives stressed during the last election in 2011.

The return of Parliament next month will give opposition parties a fresh opportunity to put the Senate expenses scandal back in the spotlight.
