Western University's Board of Governors says changes are coming following a review of President Amit Chakma's compensation package.
The review, conducted by former Ontario justice Stephen Goudge, was called after the revelation that Chakma was earning a double salary in 2014, bringing his compensation to nearly $1 million for the year.
The report found that Chakma's compensation was in keeping with other university presidents, with the exception of taking pay instead of an administrative leave, although it was similar to a provision in his previous contract with the University of Waterloo.
Goudge also found that while the university "acted in good faith," improvements are possible and an amended contract renewal should have been sent to the Senior Operations Committee before final approval.
“Governors were unaware of its terms until the controversy erupted in the open a year later. That should not be repeated,” Goudge said in his report.
In a statement, Chirag Shah, board chair, said, “I appreciate the expertise and diligence that Mr. Goudge brought to this review...His recommendations are insightful, straightforward and clear. The Board will be implementing the recommendations.”
As a result, the board ways it will make changes, including:
- creating a way to obtain advice from the university community on contract elements
- developing a way to involve internal and external legal counsel in contract talks
- developing a protocol regarding reporting contract changes are reported to the full board
In addition, the Board of Governors says it will review current practices regarding administrative leave.
Chakma has apologized for the situation and promised to refund the money.
