Overnight fires damaged key utilities, causing power outages and forcing the closure of Woodstock's city hall for the day.
Crews were called to two underground transformer fires late Sunday and were able to extinguish the flames.
Woodstock CAO David Creery says "We had a transformer fire in the evening caused by the blowing rain and the windy evening and the fire and the transformers burned through the underground wires into the basement of city hall."
City hall suffered significant smoke damage and was left without power, phones or Internet service for much of the day.
Officials at city hall say they are hoping to reopen on Tuesday, and there is word the entire city block could be without power until then.
Woodstock Hydro has been on scene since 3 a.m. Monday trying to get power back to the Market Theatre, homes and other businesses in the area.
Jeff Barney with Woodstock Hydro says in 25 years on the job he can't recall an electrical fire causing this much damage.
He adds that it "burned up all of our primary and secondary conductors, therefore causing this outage...it's pretty substantial."
No injuries have been reported.
The news comes as city council is set to debate cuts to staffing for the fire department to get the cost of emergency responders under control.
