A draft Business Case for London’s proposed rapid transit plans was released Tuesday evening after staff was ordered by Council to make the report public.

Staff had warned against making the draft report available, but councilors ultimately opted to make the document available in hopes of clarifying staff’s switch of recommendations from the hybrid option to full bus rapid transit.

The draft report from February 2016 still highlights the original preferred option of the hybrid model.

Sometime between the writing of this report in February and May staff made the switch to recommend full BRT.

Many Londoners and some councilors have expressed frustration with a lack of clarity around the change in direction.

This report does not highlight why the change was made as it was written before the switch.

In a release from the city Tuesday it is noted that changes were made to the business case between February and May.

Reasons given for the change in recommendation centre around financial analysis and ridership projections.
