Elgin OPP are investigating after four Jack Russell puppies were seen thrown from a moving vehicle.

Police say on Nov. 10 around 8:10 p.m., a bystander saw an early 2000s, black, four-door Ford Explorer pull up near a driveway and throw four Jack Russell puppies out of the truck.

Police say the suspect vehicle’s rims and lower panels were rusted and it has a loud muffler.

The incident took place on Talbot Line between McKillop Road and Dunborough Road.

The puppies appeared to be around six to seven weeks old and three of them were said to be seriously injured.

An unknown person pulled over in their vehicle and took the three puppies to an emergency veterinarian located in London.
