Late Tuesday night Council gave its Bus Rapid Transit Plan the green light to move forward.
After concerns were raised about a lack of public input on the most recent changes.
Council voted 10-2 to approve the business case and send it to the upper levels of government for funding.
Councillors Phil Squire and Michael Van Holst were opposed, and Councillor Josh Morgan declared a conflict.
A 45 day comment period will begin next month on the BRT Master Plan, but the city engineer stressed future public input will not reverse routing and other decisions approved last night.

Two weeks ago downtown resident Anna Maria Valastro launched an Ontario Municipal Board appeal which put "on hold" new rules that would have permitted amplified music.
But just before midnight, Council countered by directing staff not toe enforce the existing music ban until after the OMB makes a ruling.
The move lets bar and restaurant patios violate the existing zoning restriction without fear of municipal tickets-- but other noise restrictions will still apply.
Council voted 10-2 to support Councillor Mo Salih's motion.
