After London's Integrity Commissioner (IC) found Mayor Matt Brown violated three instances of council's Code of Conduct for a sexual affair with a fellow councillor, Sarnia's IC says Mayor Mike Bradley contravened its Code of Conduct.

Robert Swayze is recommending Bradley's pay be suspended for three months.

That's the maximum under the Ontario Municipal Act

Swayze says the mayor’s relationship with staff is damaging to the city and must be addressed.

A pair of former senior managers filed requests for an inquiry, saying they both resigned because of a poor working environment at Sarnia City Hall.

City Clerk Nancy Wright-Laking blamed the mayor for bullying and harassment as her decision to leave.

Swayze says Bradley is misguided in his perception of his powers and applies them too aggressively.

A special council meeting will take place Tuesday to discuss the report.
