A day after mayor Matt Brown ended his week-long unpaid leave, council has the opportunity Thursday night to impose its own penalty for three Code of Conduct violations related to his affair with councillor Maureen Cassidy.

It's anything but business as usual at city hall, no matter how much the mayor wants to convey that image.

Brown's only comment about the scandal came when he declared a conflict of interest.

Other than that, Brown appeared unaffected by the sex scandal as he posed for photos and conducting the ceremonial start of the meeting.

Councillor Cassidy is continuing her leave of absence and was not in attendance.

There was one telling moment of the awkardness in the room - when council left to go behind closed doors - no member acknowledged Brown as he hastily walked by.

On Wednesday, Brown returned to the mayor's office after a one week unpaid leave after admitting to an affair with Cassidy.

At Thursday's meeting, council could impose a penalty for the trio of Code of Conduct violations.

But some on council don't think there is enough political will.

Councillors will also choose a person for the vacant deputy mayor positiont, left vacant when Cassidy resigned moments before she admitted to her affair with Brown.

Councillors Tanya Park and Bill Armstrong have offered their names as candidates.

Councillor Mo Salih will also bring a motion to have another member of council take on the Rapid Transit file, as Matt Brown came back sooner than expected. 

However council handles Thursday's meeting and the mayor's scandal, will likely be a defining moment for its reputation.
